High School Building Project

Eligibility Period - Module One! To further maximize resources, the Massachusetts School Building Authority (MSBA) has formalized and streamlined the beginning of its grant process with the establishment of an Eligibility Period, which has and will continue to result in several benefits to the District and the MSBA. The Eligibility Period assists the MSBA with managing its financial resources by identifying early in the process whether a District is ready to manage and fund a capital project. It will help to determine a District’s financial and community readiness to enter the capital pipeline. It will also assist Districts locally by providing a definitive schedule and identifying needs for planning and budgeting. In April 2019, the Spencer-East Brookfield Regional School Committee announced it was looking for townspeople to join the David Prouty High School Building Project. This page will contain updates each month - for the communities of Spencer and East Brookfield, Massachusetts and the general public - to follow as we work to articulate the work ahead on our David Prouty High School Project.

Timeline:

March 2019: The Massachusetts Association of Regional Schools agrees to consult on the School Building Project for David Prouty High School. Mr. Steve Hemman and Mr. Jay Barry will work in concert with the School Building Committee members, guiding them through the Massachusetts School Building Authority (MSBA) project.

April 2019: School Committee Calls for David Prouty High School Building Committee 2019 Applications.

May 2019: School Committee appoints David Prouty High School Building Committee members and authorizes School Committee Chairman and Superintendent of Schools to sign the Initial Compliance Certification (ICC) letter.

June 2019: The School Building Committee held its first meeting and reviewed the School Building Committee Meeting Agenda for June 2019 in detail - outlining the work ahead, which includes but is not limited to: the MSBA Core Program Process Overview; Modules Overview and Eligibility Period - Schedule of Deliverables.

August 2019: The School Building Committee held its second meeting of the year and reviewed in detail the School Building Committee Meeting Agenda for August 2019 - including the review and approval of the SBC June 2019 Meeting Minutes.

September 2019: The third meeting of the School Building Committee took place on Thursday, September 26th, 2019 at 6:00pm in the Innovation Lab at David Prouty High School. October 2019: The fourth meeting of the School Building Committee took place on Thursday, October 17th, 2019 at 6:00pm in the Innovation Lab at David Prouty High School. November 2019: Special Town Meetings will take place in Spencer, MA on Thursday, November 7th, 2019 at 7:00pm in the Town Hall as well as in East Brookfield, MA at 7:30pm in the Memorial Town Complex. Warrants for each meeting can be viewed at: Spencer Special Town Meeting Warrant; and at East Brookfield Special Town Meeting Warrant. Both communities voted to support the David Prouty High School Building Project with an authorization to approve borrowing by the Spencer-East Brookfield Regional School District. December 2019: The fifth meeting of the School Building Committee will take place on Thursday, December 19th, 2019 at 6:00pm in the Innovation Lab of the David Prouty High School. January 2020: The sixth meeting of the School Building Committee will take place on Thursday, January 16th, 2020 at 6:00pm in the Innovation Lab of the David Prouty High School. March 2020: Module One completed. The eighth meeting of the School Building Committee was canceled for March 26th, 2020 at 6:00pm.

April 2020: Treasurer Goldberg and the Massachusetts School Building Authority Board of Directors meeting approved all "Module One" work completed for the David Prouty High School Building Project. As a result, the David Prouty High School Building Project was approved by the MSBA Board of Directors for Feasiblity Study.

On Thursday, May 14th, 2020 at 6:00p.m. via Zoom Video Conferencing, Module Two begins... Forming the Project Team. Once all of the Pre-Requisites have been completed to the satisfaction of the MSBA, the District procures the team of professionals utilizing MSBA specific procurement processes and standard Request for Services ("RFS") templates and Contracts to work with the District as the proposed project advances through the MSBA’s grant process.the OPM Selection Sub-Committee begins thier work.
