The Spencer-East Brookfield, MA's (A2 issuer; MIG 1 BANs) credit profile is characterized by stable financial operations supported by member towns' residential tax bases and strong local support for the district's sizeable high school capital project. While reserves are low due to state restrictions on what regional school districts can hold, management exercises conservative practices that have stabilized the financial operations of the district. While the size of the current capital project is significant, increased leverage is offset by the taxingability of member towns.
