Colliers Is Chosen as OPM

Spencer, MA – October 8, 2020 - At a meeting on October 5th, 2020, the Massachusetts School Building Authority (MSBA) hosted the Spencer-East Brookfield Regional School District regarding their Owner’s Project Manager (OPM) Selection of Colliers International for the district’s David Prouty High School Core Project.  The Spencer-East Brookfield Regional School District chose Colliers International to move forward for MSBA’s approval for employment as an Owner's Project Manager (OPM) for the next three phases of the high school core project.  On October 5th, 2020, the MSBA approved the award to Colliers International with a contract not to exceed $250,000.

Six firms applied for the David Prouty High School Core Project.  Five firms were chosen by the local Owner’s Project Manager Sub-Committee to interview out of six applicants, based upon recommendations and known experience with school building projects.  All five firms were moved forward to the interview, which was held on Wednesday, September 2nd, 2020 from 8:00am until 3:00pm. Following the interviews, reference checks were conducted by members of the OPM Sub-Committee.  The OPM Sub-Committee reviewed proposals, discussed relative merits of each firm, and then chose Colliers International on Tuesday, September 8th, 2020.

Colliers provides districts with managerial and technical support for the design and construction of major capital projects to ensure that value of dollars spent is maximized.  In Massachusetts, they have most recently worked with West Springfield High School, Cape Cod Regional Technical High School, Easthampton High School, Assabet Valley Regional Technical High School and Webster’s Bartlett High School.

Alan Minkus, Tim Alix, and Phil Palumbo, the team from Colliers, will begin immediately to develop an RFQ (Request for Qualifications) for an architectural firm to develop detailed plans for our renovations.  Architect selection is critically important as it forms the foundation for all other work to come. As part of this work, the team will meet with the School Building Committee to discuss the process for architect selection, develop a timeline, and develop and manage the RFQ process.

Colliers will also work with our municipal and district leaders to develop cash flow models to inform borrowing.  Their experience working with the Massachusetts Building Authority will help ensure that we access funding made available through the MSBA and maximize reimbursements for all expenditures incurred.
